Vietnam MIC Certification
MIC governs all wireless and EMC in Vietnam. CR is not CE, not FCC — Vietnam has its own conformity rules. A local representative is required.
Vietnam Certification System Overview
Vietnam's mandatory conformity system is run by two authorities, finalised as the CR mark (Conformity Regulation):
| Authority | Scope | Applies To |
|---|---|---|
| MIC (Ministry of Information & Communication) | Radio frequency / Telecom / EMC | RF products, ITE, phones, routers |
| STAMEQ (Ministry of Science & Technology) | Product safety / Energy efficiency | Mains-powered appliances, electrical equipment |
| MOST / CR | Combined conformity mark | The final CR mark affixed to the product |
MIC Wireless Certification
This is the most common need for Chinese factories. All products with Wi-Fi, Bluetooth, ZigBee or other wireless functions — plus IT equipment — fall under MIC.
Applicable Standards
| Test Item | Vietnam Standard | International Reference |
|---|---|---|
| Radio RF | QCVN series | Basically aligned to ETSI EN |
| EMC | QCVN 18 | Basically aligned to CISPR 32 |
| Safety (LVD) | QCVN 22 | Basically aligned to IEC 62368-1 |
| 2.4 GHz | QCVN 65 | EN 300 328 |
| 5 GHz | QCVN 66 | EN 301 893 |

CR vs CE — Key Differences
| Dimension | Vietnam CR | EU CE |
|---|---|---|
| Market | Vietnam only | EU 27 + EEA |
| Standard system | QCVN / TCVN (national) | EN (EU standard) |
| Test lab | MIC-accredited labs only | Notified bodies or self-declaration |
| Local representative | Must be a Vietnamese company | EU authorized rep for high-risk products |
| Label language | Vietnamese | Destination country language |
| Certificate validity | Usually 2-3 years, renewed | Long-term (if standard unchanged) |
Certification Requirements by Product
| Product Type | Requirement | Timeline |
|---|---|---|
| Wi-Fi / Bluetooth consumer electronics | MIC (RF + EMC) | 4-8 weeks |
| Wired ITE (computers, switches) | MIC (EMC + safety) | 3-6 weeks |
| Mains-powered appliances | STAMEQ safety + MIC EMC | 6-10 weeks |
| DC battery powered (no RF) | No mandatory cert, Vietnamese label only | — |
| Contains lithium battery (all types) | Above combination + UN38.3 | +2-3 weeks |
Common Pitfalls
Mutual recognition myth
Vietnam recognises nothing. Having CE, FCC or CCC does not exempt you from CR. A Vietnamese test report is mandatory.
2.4 GHz band differences
Vietnam's permitted Wi-Fi 2.4 GHz channels and power limits differ slightly from EU/US. Products covering unsupported bands may fail.
Mandatory Vietnamese labels
Labels and manuals must be in Vietnamese. Customs will not release without a Vietnamese label — the most common return reason.
Local agent qualification
MIC requires an agent with import capability and compliance competence. Avoid shell companies without credentials.
Standard updates are frequent
QCVN standards are revised often (some every 2-3 years). A certificate under an old standard may fail at customs.
Battery requirements
Lithium batteries have extra requirements in Vietnam. Beyond UN38.3, some need additional local lab safety assessment.
